Purpose The council serves the Division on Services for the Blind in an advisory capacity on issues relating to services for persons with disabilities, especially independent living programs and services. The council also develops and submits a state plan to monitor, review and evaluate such issues and programs. There are 19 members on the board, each serving a three-year term. The governor appoints all members.
