Purpose The Interagency Coordinating Council assists the state of North Carolina in carrying out the requirements for participating in the Federal Individuals with Disabilities Education Amendments of 1994. The council provides early intervention services to children from birth through age five with, or who are at risk of, developing disabilities. The council has 26 members, each serving a two-year term. The governor appoints all members. **Members may not serve more than two complete consecutive terms.
